2017-2018 Teacher Preparation Policy

On November 18, 2016 the State Board of Education (SBOE) approved seven rules adopted by the State Board of Educator Certification (SBEC). TEACH program will experience very few adjustments. Since TEACH instituted many of the new policy when it was authorized in 2004, very few, if any, adjustments are required. In particular, present or future enrollees will not experience any increases in program costs.


  • Two-licensure Route Implemented
  1. Intern Certificate: one-year eligibility requires prior challenge/pass content certification test in employment area.
  2. Probationary Certificate: two-year eligibility requires all certificate test (content area, PPR) challenged/passed.
  • Internship Coursework Hour Increased
  1. SBEC/TEA 30/80 Hour Rule replaced by 30/150 Hour Rule. Presently, SBEC/TEA requires the teacher completes 30-hours of observation and 80-hours of coursework before launching an internship.
  2. TEACH has always required nearly 250-hours of coursework before launching an internship.
  • Field Supervisor Observations Increased
  1. TEACH has always required six to eight Filed Supervisor observations.
  2. No additional fees added to the program cost.
  • Clinical Teaching (student teacher) Length Increased
  1. The Clinical Teaching experience length will increase from 12-weeks to 14-weeks.
  2. TEACH has always required a 14-week Clinical Teaching (student teaching) experience for individuals who hold no teaching experience in the classroom.
  • Late Hire Date Process Adjusted
  • TEACH Teachers encouraged to move quickly through required SBEC/TEA Rule when they enroll or request Leave from program.
  • TEACH will establish a definitive timeline for completing 1st-Phase to ensure all teachers are marketable within the 1st two to three months of enrolling in program.
  • Content Area and PPR TExES required before a Probationary Certificate is issued.Late Hire Date Process Adjusted
  • Technology-based instruction Increase.
    1. TEACH, with a heavy foundation in technology use in course and campus classroom delivery, continues to increase  technology instruction as new devices/technology are introduced without increasing Program Costs.
    2. TEACH will not increase program cost from $4500. TEACH will continue, since 2009, to offer discounts to defray the $4500 cost.
  • TEA/SBEC Fee per enrollee added March 15, 2017, $55. Fee of $55, 2017-2018, $33, 2018-2019.
